Angela Speir Phelps

Angela Speir Phelps is the Chief Operating Officer of MUST Ministries, where she has served in executive leadership for more than a decade. Under Angela’s leadership, the organization completed a successful $26 million-dollar capital campaign to build a new homeless shelter, medical clinic, client services facility, and consolidated campus. She also spearheaded the development of new programs to expand the reach and impact of MUST.

In 2023, Angela was recognized by the Atlanta Business Chronicle as a Woman of Influence for her professional accomplishments and contributions throughout her career.

Before joining MUST, Angela served in leadership roles in the public, private and nonprofit sectors.  She enjoyed a successful career with a Fortune 500 company before pursuing public office. In 2002, Angela made history when she became the youngest woman elected to a statewide office in Georgia. She was also the first woman in Georgia elected to the statewide office of Georgia Public Service Commission, and the first woman elected as Chairman of the Commission. She is also the second Republican woman elected to statewide office in Georgia.

A Georgia native, Angela grew up in Dekalb County and graduated from Agnes Scott College with a B.A. in Biology. She is also a graduate of CEO International. After graduating from Agnes Scott, Angela served as the assistant administrator of the medical complex at the United Methodist Children’s Home, providing medical aid and counseling to abused children. Following a six-year term on the Georgia Public Service Commission, Angela continued her service to the people of Georgia as executive director of Georgia Watch, a statewide non-profit protecting consumers.

Angela’s efforts on behalf of the people of Georgia have been recognized through multiple awards and honors, including Georgia Trend Magazine’s 100 Notable Georgians; Atlanta Journal Constitution’s Hero of Open Government Award; one of Georgia’s Most Influential Women by The Georgia Informer; a “Political Role Model” by WSB-TV; and the Community Service Award from The Council on Aging for her efforts on behalf of senior adults. Angela and her husband Mike are members of Roswell United Methodist Church.
